For her, Miss Cecilia (Wema Sepetu) the mere fact that she had lived in many cities gives her an edge over every other person in neighborhood. Soon she comes a cross with a crazy tenant who came back from prison, thus she tries to do everything to make sure he leaves the flat for her to enjoy life.
